 Charter School Authorization & Renewal

Foresight has a long track record of helping public charter schools secure successful renewal and new charter authorizations. We rely on our political, legal, education policy, and stakeholder engagement expertise develop go-forward school playbooks through a 3 phase strategy:

Phase 1: Political Landscape Analysis

Foresight first completes a political landscape analysis in order to give the supported school a panoramic view of the landscape at both the local and county office of education levels. These analyses inform the school’s theory of action in engaging its charter authorizer throughout the renewal process. This phase can include:

(a) Political profiles on each of the members of the local and county boards of education identifying their key political issues, concerns, and positions;
(b) A database of the organizations supporting the individual board members to identify potential allies and opponents;

(c) Identification of key community members and organizations that can support the school toward renewal; and

(d) Detailed analysis of the local and county authorizers’ most recent charter renewal and agreed upon charter memorandum of understanding to identify the transferrable themes, questions, and tactics likely to be applied against the Foresight supported school.

Phase 2: Internal Authorization / Renewal Strategy Development

Foresight will next engage the school’s leadership team, faculty, staff, students, board members, and parents to identify organizational strengths, weaknesses, opportunities,   and threats to renewal, in addition to conducting a comprehensive review of student achievement and performance data. These qualitative and quantitative data review   processes will inform the school’s strategic offense and aggressive defense, and can include:

(a) interviews with executive and departmental leaders to identify organizational strengths, weaknesses, opportunities, and threats;

(b) interviews with teachers, staff, students, and parents to develop supportive themes and defensive narrative creation; and

(c) a thorough review of academic performance data to elevate the supported school’s commitment to diversity, equity, and inclusion

Phase 3: Comprehensive Authorization / Renewal Campaign Playbook

Foresight will codify its data, research, and analysis into a go-forward renewal campaign playbook, inclusive of timelines, template correspondence for authorizer and school stakeholder engagement, and sequence of other key milestones to ensure benchmarked forward progress toward successful charter authorization and renewal.
